A Target is a work package
A Target groups a regulator-facing objective at the right operational scale: a submission phase, an artefact family, or a substantive response. It is not a slogan for the entire company's ambition.
Stage and priority belong to the Target. Several Targets can move in parallel without pretending the whole application is at one universal point.
The manifest names what is owed
Each Deliverable is one concrete artefact. Its type tells Elevator what “progress” means:
internal_draft needs confirmed architecture and versioned prose.
external_upload needs an authoritative file from a named source.
evidence_compiled needs a coherent pack assembled from existing material.
Coverage is an explicit join
DeliverableRequirement rows say which atomic Requirements each artefact clears.
This is the authoritative coverage map—not filename resemblance, not a hopeful paragraph,
and not an inference made at export time.
If an active Requirement has no Deliverable, the architecture is incomplete and the gap returns to the planning queue.
Blockers are concrete
A Deliverable can point to open Questions that genuinely prevent work. For an internal draft, the underlying architecture must also be confirmed before composition begins.
The display status is derived from requirement mapping, blockers, drafts, documents, and action history. When the substrate changes, the status changes with it.
Progress follows the artefact
A Deliverable moves through a small shared vocabulary:
plan_pending, ready_to_draft, in_progress,
blocked, ready_for_review, and submitted.
The same target can therefore contain one artefact ready for counsel, one waiting on a certificate, and one still being drafted—without flattening those realities into one colour.
Actions preserve the history
Material transitions such as polished upload, submission, unsubmission, and lifecycle changes are append-only actions. The history records who did what, when, and why.
A Target is done when every active Requirement has a credible clearing path and every Deliverable has the evidence, draft, upload, or action state its type requires.
